compare file hash

how would I compare the file hash with a predetermined hash then write "correct" or "incorrect" to a log? but if incorrect retry 3 times waiting 1 minute between retry writing to the log "retry 1" etc?

If it doesn't HAVE to be a Powershell command, you could use the Microsoft File Checksum Integrity Verifier.  It computes MD5 and SHA1 hashes, and it can build an XML database that can then be referenced to verify the results.  I use it all the time for my servers to validate various filesets.
