can I format a compact disc from command prompt

Windows 7. I insert a blank disc into the computer's cd drive. It is listed in the Windows Control Panel disk management display, but the right-click context options does not offer a format option. I thought maybe I could do it from the command prompt. Is it possible?

Slightly strange question...
CD-R and DVD-R are write once -- there's no such thing as formatting them.
CD-RW and DVD-RW typically don't need formatting (maybe erasing) -- unless you're talking about something like Nero InCD.
