You have DISKPART, but you are missing the SAN commands.
You can find them here...

...but that is missing any context.
Do a google search for "the disk is offline because of policy set by an administrator" and you will see many articles where you use DISKPART with the SAN attributes.
Here is an example:

DISKPART.EXE
DISKPART> san
SAN Policy : Offline Shared
DISKPART> san policy=OnlineAll
DiskPart successfully changed the SAN policy for the current operating system.
