open a port in terminal

Is it possible to open a port on a mac book pro 3.1 using a ssh application like putty from a windows machine. I can determine if the port is open using telnet - telnet 10.25.42.52 3260 and it is not. But i can't seem to find any way to open it. Any suggestions would be appreciated.
