Win2003 can not boot into safe mode

I have got win2003 SP1 when I tried to boot into safe mode (F8) it hung up within the menu list of the safe mode , without doing any progress ?

1- What should i do to overcome this issue ?

2- How can I run chkdsk ?

Can you boot from a CDR and try a repair install?
