This command-line partitioning tool should be listed IMHO, it's built into XP Professional and quite powerful.
For example, today I had to deploy a disk image taken from a machine with a 40 GB drive with two NTFS partitions (C: and D: under Windows) to another machine with an 80 GB drive, which resulted in half of the disk being flagged as unpartitioned space. The IT department were insisting that we'd have to install Partition Magic or something to expand the D: partition to 60 GB, when actually all it took was this:
C:> diskpart
DISKPART> list volume
DISKPART> select volume 2
DISKPART> extend
DISKPART> exit
