There is a well-known converter called "bat to exe"
But it will create a bat at temp folder, then execute it.
As you know, Cmd must call the exe at C:\windows\System32.
That's mean you have to in a windows environment.
If someone deleted the exe file, the cmd command will not exist.
I want to do is package the cmd command exe with the bat exe.
This way, you can run without command exe.
I have been asked for few forum, but they said add cmd.exe to a file would be a violation of the MS license.
I think some people would answer me "Bat to exe converter can do that", but they are the addition files, they will unpack after you opened the exe.
But I wanna know the answer to it.
Is it possible or already exist?
Feel comfortable to answer me

You're worried about something that will never happen. Nobody is going to be stupid enough to try to delete cmd.exe.

I'm not 100% sure what your situation and intent is here. So let's start at the beginning -- why do you want to create an EXE of a batch script in the first place?
cmd | *sh | ruby | chef
