robocopy --- any thoughts

Hello -- I am a long time user of robocopy --- but on my win7 / 32 bit os  there seems to be an issue --- 
somehow the timestamp are getting  confused and  robocopy  will copy the source to the target even if
the  source and target are the same  and  match with the size and timestamp of the file

has anyone else seen this happen --- thanks
