I have to create a batch file that gives me the date a folder was last backed up. I know it has something to do with the echo command in cmd but other than that i have no clue.

Is this the sort of thing you're after?
@echo off
set "yourFolder=X:\Wherever\You\Like"
for /d %%a in ("%yourFolder%") do echo Modified date: %%~ta
