It could be that MMC.exe is relaunching as either a 32 or 64 bit process https://docs.microsoft.com/en-us/previous-versions/windows/desktop/legacy/ms692753(v=vs.85) Could be, but it's hard to say. For grins I tried running dsa via: runas /user:domain\user "cmd /c mmc /32 %windir%\system32\dsa....
